यह सरकारों के बीच एक international agreement है।
यह 1975 में force में आया और भारत 1967 में 25th party बना।
इसका aim यह सुनिश्चित करना है कि wild animal और plant specimens में international trade उनके survival को endanger न करे।
हालांकि Parties कानूनी रूप से CITES से binded हैं - states/parties को Convention implement करना होता है - लेकिन यह national laws का स्थान नहीं लेता है।
CITES Secretariat जिनेवा, स्विट्जरलैंड में स्थित है और इसका प्रशासन UNEP द्वारा किया जाता है। CITES Convention का supreme decision making body है और इसमें इसके सभी parties शामिल हैं।
इसके तीन appendices हैं:
Appendix I - इसमें वे species शामिल हैं जो extinction के threat से जूझ रही हैं। इन species के trade की अनुमति केवल exceptional circumstances में ही होती है।
Appendix II - यह protection का एक minimal level provide करता है।
Appendix III - इसमें वे species शामिल हैं जो कम से कम एक देश में protected हैं, जिसने trade को control करने में सहायता के लिए अन्य CITES Parties (देशों) से request की है।
